Why there is no scrollbar in the email

In my sharepoint workflow I had to send a email. In the email , there is a div, I had add the overflow property, and made it scroll to the div, but after i send the email, there is no scrollbar.
I have add a textarea in the html source , Still no scrollbar.
But when I view the email in browser, and the source , the scrollbar was there. Why?
I have tested it at outlook2010 and outlook 2013.

Outlook does not support this css property overflow.
