how to make a scheduler that would run daily in asp for wcf service

hello,
I have made a wcf service.The user registered have certain no. of sms in his account which are deducted on event firing.I want to create a scheduler that’d run daily and will send reminders to user’s email address if their available SMS count are less than 25.Please help me with this.
