How do I get a report to come off with all records

My tables are assignments and reqirements. When I make a report I want it to pull all of assignments with the requirements Bkgds. I get the report but if any does not have bkgds in the requirements it will not show the assignments that is missing the bkgds and I need it to show all assignments weather they have bkgds or not.
