There is no such thing as a hex file, hex is a raw interpretation of any file. As such, it's trivial to write, you just maintain a byte array, display it, and navigate it to change values in it.

Do you need an hex editor (is not clear in your post)?
Notepad++ [^] is a powerful text editor having a good Hex-Editor plugin.
