Solution 1

If you have physical access to web server then make application which can connect to gsm module(which actually send sms) then use this application in your web page.your web page will act only input getter.

use SMS Global, although its an Australian company. They provide a nice set of APIs and have examples for ASP .Net. http://www.smsglobal.com/en-au/technology/developers.php

Solution 3

Using SMS GateWay is good option if you need to send bulk sms and GSM modem is good option if you need small amount of SMS and have physical access to the web server.
