Hown do I populate a listVeiw with all windows usernames and profile pictures?

I currently have a listveiw that i want to populate with usernames and profile pictures. But i just couldnt read the profile picture into any type of control. the profile pictures in windows 8.1 has the extention ".accountpicture-ms" and its not a picture of any sort.
What i want to do is
*get each username and their corresponding account picture and add that to the listVeiw

From where? Active Directory? Registry?

It's a custom file format containing two JPEG images of different sizes:
