How to get cities related to countries in dropdown using webservice?

i have two dropdown name country and city.i want to fill that using wedservice.if one country is selected corresponding city will list.the dropdown should be html.so i have 2 question .1.how to create dropdown with html in asp.net.2.how to fill dropdown with country and city using webservice
