Ckeditor Issue in my project

I have download latest version of Ckeditor and i included in my project.all toolbars are showing tags but image button is displaying image on image toolbar when i click on image button popup apear's but i can only paste the link of image. there is no button for image to upload from my computer.and it is not working any idea either problem is in my visual studio or something else please guide me

have you include all necessary files? (.js , .css, images, themes, etc. that are necessary for successful integration of this tool. )
