You can use any coding language that you are familiar with - or want to learn

The coding language is irrelevant, the first thing you need is a database that provides the actual translations.

You can use any language and have detailed dictionary for translation - along with language rules, common phrases etc...

Solution 1

As others have mentioned in comments you can use most any language. I would suggest looking into existing translators to see if you can use them, for example, Google has a translator api you could use.
