How to Create a Custom End-User Report Designer?

Hi all
My project is Bank cheque printing software, in this project am using crystal report to print the cheque , but user need to design cheque at the run time, how can i do it? can any one please help me to do this task.

Microsoft SSRS has an adhoc report designer built-in called Report Builder. I don't know if Crystal has that.

See if they are willing to pay for FastReport license
