I have created a bootable ISO 16 GB Memory Stick. I would like to reformat, for I no longer need the data on it. My OS is Windows 7, 64Bit. When I try to format the stick with the Windows format, it only shows 2GB available. Is there another format program I can use to recover the full 16 GB?

I get it. The problem is that I created a bootable ISO USB Stick. A 16GB stick that when I try to format it in any of the standard ways, I can only see 2GB of available space on the format dialog. Do I need to resize or remove the partition?
I used a partition manager to redefine the USB by deleting and recreating the the partition for the size of the Memory Stick.
