How to develop a greeting screen

Hello,
i wanted to know that how to develop a greeting screen for my website. which is shows when my website home page has loaded. It will be like a dialog box where background goes highlighted and contains close button as well.

The greeting screen will be flexible mean i can change it for further greetings.

by using c# and css3 write down code to display your greeting like a popup box.
besed on your condition, whenever your page will loaded then your greeting will display rt????? so for this you will keep display code in page load event..
