Hi,

If I set a Application settings with a scope as user.

Then :-
Value define inside variable be according to the user / computer system Or it is once complied and each computer will get the same output

of the Application Settings variable

Just for your information: I stopped using Settings. After introduction of Data Contract, I consider this feature as obsolete. With data contract, you can serialize anything in much simpler, unobtrusive and much more flexible ways. The user scope vs "all users" scope is easily resolved using "special folders".
