Your question does not make any sense!
a) You cannot implement a java web service in .net. You can implement a web service using j# if you need to.
b) It doesn't look like you have tried anything, see the FAQs.
c) This is too complicated for a quick answer I suggest Googleing for ".net asmx service" or ".net web service".
