Solution 1

If you mean Lattitude and Longitude in geographic terms, you can't, with any particular accuracy. Depending on the ISP the client is using, you may get the city reported accurately, but you may also get it reported several hundred miles out. For example, I am in Wales, but my location as reported from my IP address frequently comes back as Berlin in Germany.
