html1 to html5 conversion

I have to create a C# application for converting HTML1 to HTML5. but i don't have any clear idea of the API s to be used for conversion. So Could you please tell me about suitable an API for this conversion?

other than I'm trying to do the conversion using XML files. Could you please tell me how to keep the tags in XML file and how to do the conversion step by step?

which is the best way of doing the conversion?

it the oldest version of html (html1.0)

I don't find specification anywhere for HTML 1.0.If you don't have one how can you convert to new specification.
