I'm on google foobar's final level. And derived myself a working mathematical equation but can't code it due to confusion.
Here's the question.
Here's what I derived.
In the solution 'p' and 'q' are partition number of 'w' and 'h' respectively
And You can only use standard library.

What I have tried:

I tried coding this many time, But everytime Got myself confused while coding the numerator part.

Please put the proper details in your question, show the code you have, and explain what and where the error is.

whenever I code, I got myself confused in nested loops. Using group theory, Permutations and Combinations, Polya enumerationa and Burnside's lemma... I proved that equation but whenever I code the numerator part of the equation those nested loops confuse me. So no error is there, or simply say that I'm confused a lot.
