I’m posting this from Firefox on iOS 12.4 and everything’s fine so far, including the homepage.
I can’t produce your edge case problem.

Is the issue happening on other tabs on the homepage, or just .NET?
I'd also strongly recommend you update your iOS version. There's some nasties out there you want to protect yourself against.

I occasionaly use the ipad to cruise the web while watching tv. The forums are the only part that don't freak out. I can't see images in articles, the menus don't let me click on sub menu items, and of course, there's the problem I originally cited. It's not a big deal, but i thought you'd want to know.
I still haven't really decided whether or not I want to update the pad to the newest OS (CP is the only site that doesn't appear to work)...

I am not able to download any provided zip file. At least the articles

are effected. Both download links will end up in a redirect to the article with the following message on top of the page:
You have been redirected to the home of the file you requested to ensure you get the latest version of the file as specified by the article author - see the screenshot
Tested with Windows 10 / Firefox and IE and Windows 7 / Firefox.

Are you going to the article and clicking the download link, or are you trying to use a download manager?

I think you got caught by an issue that was messing up the generated URLs.

As of short while ago - the problem is still there. Tried several articles downloads-links with identical behavior. I think there is a problem with my account/machine as I have no trouble with my account on a different machine.
The problem is recent, maybe after the updated to:

I use Edge browser:

Using Chrome I get a more specific error:

Doesn't look fixed to me. Every article download goes to the "downloading" page, then redirects back to the article page with the message shown in the OP's post.

and I see article system is currently in read only mode.

Try it again - it seems fine for me.
In fact, I threw together a test article and it went through fine - I've since deleted it, but it worked.
