I like your solution. But I have a small remark.
When I use the scroll wheel click it doesn't open it in a new window, nor does ctrl+click.
Are you doing something special so that this doesn't work.
Right click does give me the menu to then choose to open in new tab but I'm so trained in using the scroll click or ctrl+click that that is actually the last thing I thought off
Might be a browser issue tho and if so just ignore this.

I'm handling the onclick event instead of a straight href because I need to open the parent and scroll the window for messages already in the current page.

You've posted the tip in the Mentor Resources section that's meant to provide tips for new authors.
I'd suggest choosing a different section. Actually we probably need a new section. Suggestions?

When I'm moderating articles on my tablet, I like to zoom in to the "approve/report" button - to make it easier to select the right option from the list with my fat fingers.
But when I do, and the top of the "should this article be published?" boxout hits the top of the screen, the advert on the right side of the screen "floats" across the screen, and gets in the way.
This might show you what I mean:

The timing of this bug is actually stunning in it's elegance and inappropriateness, but unfortunately a database change last night is causing an issue with sigs. Not intentional and I'll get them back in an hour or so.

Once again I wish to register my umbrage that a QA thread I took the time to compose a reply to including links has been offed: [^].
I note that one of the three voters to kill the thread has a very low rep on CP.
If I look at a thread and see that anyone (let alone an MVP) has given a thoughtful response, I will abstain from reporting it as not-a-question, since, so often, what is opaque to me is, evidently, transparent to others. Perhaps this is foolishness ?

I also remember to commenting to look for Blend for Visual Studio...However it didn't made the question more clear to me...

The question is absolutely clear to me. He's asking if a UI drawn in a glorified paint program like Adobe Illustrator or Photoshop can be turned into a real, active UI and how to do it. I would have given a different and snarky (and apparently incorrect) answer to the question than Bill did. Bill's answer was enlightening to me as I didn't know that there was software like that available...
So, it would have been better to have asked for clarification and then upon reply you could have then decided what to do...
