Use ie10/11 to change email addy
Seems broken in Chrome Version 67.0.3396.99 (Official Build) (64-bit)
Email shows but is blanked and password change is a popup with no input fields
Can i have some of whatever your having as i dont see bouncing balls :¬)
Update:
Actualy Im dumb it was uBlock Plus causing the problems with chrome
but using ie11 works well if your having trouble

We are having some issues migrating our Newsletter services to a new server. Unfortunately, something about Windows 2016 is causing a lot of errors and retries and hence multiple copies.
I've fired up the old server and unfortunately, you will probably get yet another copy.

Disclaimer: I am not a CP employee.
I don't think CP can help you with this. You can check what you are charged for in your AWS account. The tip you are referring to uses AWS lambda which is free till a limit. I highly doubt you would have crossed that limit. Similar pricing set up is for cloudwatch as well.
Only thing I can guess here is that you created a new RDS service with reserved DB instance which you got charged for for the first month.
