Can I use TAPI3Lib to make a call by using a mobile modem?

Hello,

I I have written a TAPI program. When I am registering my mobile, it throws an exception. I would like to know how I can use TAPI3Lib so that I can make a call using my mobile modem. Also, will I be able to talk by using the microphone?
