Since you are planning to create a web browser that is speech enabled there is no question of using ASP.NET. you will have to create a windows application in form of winform or WPF application.

The two links I sent you shows how to create a web browser and how to connect with and handle speech commands. The only think you need to do to complete your project is to integrate these two functionalities and create your own commands and grammar for that.
