How to read a text file which is being updated every second using VB and how to solve the permission denied error 70 problem?

I need to read the dynamic data from the text file and reflect the same in a text box for every change in the text file , my problem is I can't access the text file is being written so what is the solution to avoid the problem and is there any possible way to access the dynamic data from the text file simultaneously using vb while is being written????

give me some useful codes for easy understanding for which I'll be grateful to you!!!

What I have tried:

I have done the dynamic text update using macros but in the second part I'm facing the above mentioned problem and list out where I'm doing mistakes...

If you do not have access to the file then there is nothing you can do. You need to address that problem first.
