How to turn on & off light using C# desktop application wirelessly?

Hello,
Can Anyone built a Desktop Application using c# (visual studio)
the Application should turn on & off the light using Wifi.
Basically you have to make an Application like you have to Control(Send command) rasberry pi or some other device wirelessly?
Can anybody know how to  do it?

What I have tried:

I Tried A lot but all in vain,Acctually i got project this from college but i don't know how to do it i spend almost 5 days by searching it but i can't able to do it.
