Scroll in a panel as the mouse moves

Boiled down, this is what I am facing:
Given an arbitrary point in a Windows panel control with various shapes drawn on it, how can I make sure that point is always 'in view'? The panel is 8000 x 6000 in size, and the point is generated by the program as a simulation runs.

What I have tried:

I cannot get the scroll bars of the containing panel to track the point, and nothing from Google works - they all want a 'control' on the panel to reference for location.
