how to imp one ics server app

i am coding one project:one smart phone connect to the computer using the ics
.but the information is too few on the msdn about the ics/icf code .any one will be kindly tell some sample code about the icf server code?

Now the smart phone all have the fuction :ics .i neee one app :smart phone connet it and can get the smart phone's network data.
