Yes you certainly need something more. Define your requirements, come up with an architecture for what it is that you want to do, do some research, and write some code. If you have a specific question related to a specific programming problem then please come back here and ask.

Well I am quite sure that you have totally missed the purpose of this site. This is not the kind of site that does homework for people, provides complete custom built solutions or creates projects out of thin air. We are a community of volunteers that try and help each other with problems. You are 15. Well I am 50, I have a full time job, I have bills to pay and I get paid to write code. I am more than willing to answer questions but writing a custom solution for you is quite out of the question. Give it a try for yourself. You will learn a whole lot more.

You cannot do it just by your computer, because — what is it for the SMS network? You would need the SMS Gateway. Please see:

http://en.wikipedia.org/wiki/List_of_SMS_gateways[^].

The SMS Gateways usually server you for a fee, but I heard about some free-of-charge services.

Please see Sergey's answer for a first hint, search some in the web for SMS and the technical needs to run something like that. That is called Requirements Engineering[^] and also an important part of developing software.
