You can compare all the Visual studio editions here: http://www.microsoft.com/visualstudio/eng/products/compare[^]

See which one is best by yourself. Premium should be fine for a normal development. No doubt, ultimate will have all that is possible.

My rule of thumb is always to choose Professional. It's quite enough for most purposes, but it depends on the type of activity.

There is no "best", unless OP has strict definition of "better than", which I don't believe. For example, VS 2010 supports better version of C# (C# 4) and wider set of .NET Framework versions as target (by one, v 4.0), but slower than VS 2008, so what's "better"?
