A dialing library of visual studio 2012

I want a dialing library that helps me to do this :
insert someone's telephone number and then after for example pressing an enter the telephone begins to dialing to them ...

Please help me not confuse me

There are libraries, if you search the internet, that can do this. Microsoft Speech Server is also a product that you can develop an app in to do it.

A "Dialing Library"? Why?

What you do depends on what you're using for a phone dialer, like a modem. In that case, it's a simple case of opening the serial port to the modem and sending a simple command to it, like ATDTphoneNumber.
