I am new to creating website development and i have decided to develop with visual studio previously i was doing with notepad i felt designing in notepad was not effective
so i've chosen visual studio and i don't know vb.net and c# is it possible to develop html in it or i should learn c#

Too late: Web site development is already created, now it's time to learn what Web site is, but I'm not sure that this is a write place to write about it. It depends on what kind of site you want to create; you could create a site in pure HTML, without any ASP.NET...

I am creating intranet site for that i want to create username and password from database, so ,i want to connect to a database so i am chosing asp.net otherwise i will implement in notepad itself then how to connect to a database

That's true. However, since the OP wonders whether to C# or VB.NET I believe that familiarizing with ASP development wouldn't be a waste of time :)
