I am new to creating website development

I am new to creating website development and i have decided to develop with visual studio previously i was doing with notepad i felt designing in notepad was not effective
so i've chosen visual studio and i don't know vb.net and c# is it possible to develop html in it or i should learn c#

Too late: Web site development is already created, now it's time to learn what Web site is, but I'm not sure that this is a write place to write about it. It depends on what kind of site you want to create; you could create a site in pure HTML, without any ASP.NET...

I am creating intranet site for that i want to create username and password from database, so ,i want to connect to a database so i am chosing asp.net otherwise i will implement in notepad itself then how to connect to a database

That's true. However, since the OP wonders whether to C# or VB.NET I believe that familiarizing with ASP development wouldn't be a waste of time :)

This really doesn't make any sense. I suggest that you try to eat the elephant in smaller pieces. Try to isolate the questions into single problems and then using google get more information about possible solutions and answers. At the moment it feels like we're just poking around...
