how to change .net framework version of a setup file in visual studio 2010

I created a application in C# in visual studio 2010 with target Framework version 4.0, and run my application fine.
but problem comes when i start making web setup for my application, when the user install it on his computer it gives message that "could not open key:software\microsoft\asp.net framework\4.0.30319.1.verify you have sufficient access to that key,or contact your support personnel ", after that setup is exited..
please help me to resolve my problem
