The new reporting popup menu is nice, but you've made it needlessly inconsistent. The popups for articles, blogs, and tip/tricks are all different!
It is now impossible to report a Tip/Trick for Extremely Poor Quality, Plagiarism, or Inaccurate/Misleading. It is now impossible to report an Article as Unclear or Incomplete. It seems like the Blog popup is the best of the three.
Furthermore, the whole idea of 5-votes-and-out is troubling. Do you really think 5 people are going to check into whether an article is plagiarized? It seems to me that just 1 vote of plagiarism should get an article pulled immediately, for review by editors. However, the editors will have to do their own research, because now there is no input box that will allow the reporter to enter the plagiarism url.
Finally, for articles, you missed some big ones:

2. Source Code Not Available

Adjustments have been made.
In respect of the plagiarism report, these reports appear on the editor's dashboard and will be investigated.
The point of all of this is to make it simple. The list has just hit the point where I feel it's getting a little out of control so I may wind it back a little or combine items, possibly with the addition of a comments field in the dropdown as a catch-all.

You're right, the list is getting large.
Possible alternative: When you click the Report button, a modified "post message" form opens, with the subject filled in (the name/link to the article); the subject is not modifiable. You can then enter the reason for the report in the input box. When you click Submit, the message gets posted to a private editor's queue, unavailable to anyone else. By making the Subject field read-only, you can set up scripts to keep counts, etc., to elevate the report.
This form can include a prompt box, like a list of reasons for the report. Click on one of these reasons, and the reason text gets pasted into your message. But you can also enter free-form text if you want. (I'm sure Sandeep will urge you to give some hard kicks.  )
You can accomplish two things with this approach: 1) get rid of a long popup menu; 2) allow some flexibility for future needs, where you can reuse this form.

Not sure how that is vastly different from the system we just replaced with the simplifed popup box...

Depends on your definition of 'vastly' I guess.
Main difference: ability to enter free-form text, like plagiarism url, so your editors don't have to do their own research; or the fact that the article's code is hosted off-CP (which we can't indicate now). Saves time all around.

Right, so my idea of providing a simple text box for additional comments within the current popup should cover that.

Let's say I have a coding problem, and someone has agreed to look at one or more files for me. It would be real nice if we had a way to share files with named users. Here's how I see it working:
0) We have a file share page that allows the uploader to specify a) the file to be uploaded, and b) up to 5 users that can download it.
1) The upload is made available for just 24 hours. After that time, it's deleted.
2) Anybody named in the downbloading users list gets an email saying the file is available, along with the expiration date/time (when the file will be deleted).
Possible problems:
0) File sizes would have to be kept to a minimum.
1) The number of downloadable files available from a given user at any time should be restricted to 1 or 2.
2) It would be up to the downloading user to scan for viruses.
Other stuff:
0) Possibility that this feature be allowed only for certain reputation level
1) Ability by the downloading user to report abuse of the feature
2) Maybe have a method that allows a downloading user to verify that he wants the file before making the download available to him. If he refuses the file, the sending user gets an appropriate email.

Of course, it would be a lot easier to just allow someone to attach a file when they email a user, but I can envision all kinds of hell breaking loose if that were to happen.

it isn't just one article, it seems they have been copying lots of stuff for the last two months or so. Just take the given URL, shorten it to its top level and read some of the titles, they'll sound familiar.

I wonder if that is why there was a step change in the online user count earlier this year? Would need Chris to quantify that with the GA stats, but it seems to be about 10-15K higher on average.
