I should say no for now. If you go through his profile, there is only one Question and Answer. So many members post answers to their own questions. If he wrote Article on same topic it can be the case that he still have some doubt on some particular issue.

I can't see immediately where it's copied from, but it looks copied to me. It just doesn't fit with how he writes in the rest of it and in his message at the bottom (in terms of word choice, not just font).
Given his previous attempt was copied, I'd be reasonably confident that it was copied from somewhere...
