Maybe, it's not directly related to the plagiarism, but some food for thought.
I had a note on this "author". Long time ago, before I started to post actively here, I blamed him for flooding the site with low-quality articles, after I checked just a few. (Naturally enough, his reaction to my criticism was negative, somewhat hysterical.) I did not even try to check them for plagiarism, but perhaps I should have to waste some time for that. At that time, most of his 109 article were already written, in a short period of time, with high reputation score and… massive garbage. I never found anything essential, anything worth reading at any level of expertise, it looks like article are written with the purpose to just write something. At best, this is something which everyone can do immediately: create some project by default, see what Microsoft tells you and, at best, describe what you see in your own words. And now I can see that even "own words" would be an exaggeration.
Let me ask you: what's the difference between "without reference" and plagiarism. You maintain that some material was copied. All right. Now, let me understand, have been original authors at least mentioned, with a referenced or without. If they were not even mentioned, this is plagiarism. If somehow mentioned, will you explain it?
The article can be accepted for publication only if there is no plagiarism, but this is not enough. I those articles, I never saw any real author's content. I really think that all this trash should not stay here and contaminate the big set of decent articles where people honestly (at least) tried to write quality code, debugged it, looked for better solutions…

The only thing that could have happened is that he showed the author of the book the code, but I very much doubt that.

All right. Even if the author of the quoted material is mentioned, but this is not apparent, this can be considered as plagiarism. After all, why are you no sure, but "very much doubt"? Because this is not clearly and apparently stated. Isn't it logical? Already the plagiarism.
Even if the fact that some material is not original but is quoted is not clearly expressed, this is also a kind of plagiarism. Kind of a shy plagiarism, still the plagiarism.
I've reported the fake author, but is there the way to report the articles? I only saw a way to report for articles still in the moderation state.

I just wanted him to have the opportunity to say something first, but he hasn't answered the other guy, and that's 2 years ago now. You can make the article as plagiarized, if you click on the flag next to the voting at the top. Same menu as for article approval should then pop up

(While not being the topic of this forum I think it's still the best place to ask this ?)
Yesterday I extensively answered a Q&A question. Now he posted a comment that it's still not working and showing his code that clearly shows he doesn't have any clue; requiring another answer with a code-block as example.
Is it alright to answer this with a second solution instead of a comment?

Personally, I edit my solution and add his comment in bold, then the new code. Then I post a reply to his comment saying "answer updated".
The reason I do that is that it keeps the dialog in order: separate solutions can get reordered by upvotes, downvotes, and suchlike.
Doesn't mean you have to the same - but it works for me.

I agree with OG - the solutions don't always appear in the order you posted them so it can be difficult for the casual reader to work out *which* is the answer you intend to be "right"
