I'd suggest to add functionality, let's say it might be called: "Lock user" (on user profile page). This functionality should be added for Protectors members.
Another option is to add Protector panel, where member with Protectr status can check all questions of selected users and delete it.
Spammer user should be locked automatically, when Protector member delete 3 questions or 3 qestion have been closed because of "spamm" reports.

The default section heading "Background" is set as "Normal" instead of "Heading 2", and has formatting applied to make it Orange and Big. The font looks wrong - it's a bit thicker than the other section headings.

Open website - Select full site at bottom of the page. It should display full site but looks like it doesn't change layout at all. Pages are not accessible.

You're seeing the site as it should be seen: at 360px wide there's not a lot of screen space so it responsively rearranges itself to ensure readability within the confines (width) of the screen you're on.

Chris, I am still seeing this new layout on my Lumia 1520. I thought the site was usable before even when using my old (and smaller) Lumia 920. Sure I had to zoom in and out, but I thought that was ok. Now I don't see any of the moderation queues and other stuff on the home page and it is difficult to navigate between the different forums.

On my Nokia Lumia 520 with Windows Phone 8.1 Update (IE11) I just looked at a CodeProject link from a CodeProject email and wanted to report it is almost unusable (though not as bad as StackExchange  ).
When I searched for Windows Phone to see if there was an existing thread to report on, I saw a worse situation:

It meant I didn't even attempt to begin a post on my phone.
Anyway, the original screenshots I intended to add:

Note here the amount of whitespace on either side is rather excessive.
Like I said, it is better that the SE case where the RHS cannot be seen without going to landscape, but the need to horizontally scroll is pretty bad.

It's possible to filter for top rated questions, but not for top rated answers. I'm sure there are quite some interesting answers that don't appear on the first pages of top rated questions. As I sometimes like to browse interesting stuff without searching for something specific, I would welcome a filter for top rated answers.

I noticed Chris' "How to use this forum" and "Posting rules for..." posts pinned to various forums and wondered why the "Spam/Abusive" button is there for them. Of course no one in their right mind will report his posts, but why not just remove those buttons?
I believe the IDs of those posts should have been "hardcoded" somewhere in order to render them as the first message in respective forums. So don't think removing the report button for them would be difficult.

I do agree with your point. I don't think any of the posts by Admin/Staff/Sitebuilder members should be "reportable" - the same goes for their member profiles.
