If you read it, it does make a lot of sense:
"But Wallace’s son said they refused to help until paramedics arrived."
That's sensible - if you have two nurses and a suspected broken hip, then they aren't going to want to move her on their own. They'd be afraid of making the injury a lot worse as well as of causing considerable pain to the woman. Paramedics are trained (and equipped) to lift casualties; nurses aren't.

Herself works in an old folks home; all the staff are trained how to lift and move clients. But unless it's a fire, you get the professionals to lift badly injured ones!
