Unhappy humans are unhappy workers, and unhappy workers are less productive. Yes, this angle of technical debt is seldom discussed, in my experience. You code 16 KLoC and what do you get? Another day older and deeper in debt.

Sadly, a lot of people are unhappy because they're trying to work in a field that is above their intellectual capability. We need to de-technify farming.

Technical debt needs to be renamed to Manager Debt or PMP Debt, because it is they who are the cause of the situation and should be held accountable, not the developer(s).
On the bright side, these wonderful legacy systems keep many of us unhappily employed. I kind of think about it like a car that needs a 24X7 mechanic for the life of the car.

What about bad developers?
I've met many developers who couldn't write a stable system even if they had crystal clear specs and all the time and budget in the world.

Yes, I've met them and ended up inheriting their systems. I feel the pain.
I feel it is management's responsibility to put the right people and skills on a project. If someone doesn't have skills that can match up to any projects, then that developer should not be in the organization; employee or consultant. There's a saying in America from the movie Caddyshack, "the world needs ditch diggers too." I also believe it is management's responsibility to put employees on a career path; a career path the coincides with organizational needs and meshs with the individual's aptitudes.
If the right people aren't available, then the project should be put on hold because bad systems are very expensive to maintain and support.

Management can't really judge if a developer does his job right until it's too late...
You can't expect management to check every developers code (or even understand code), so how can they judge?

Yes, Mgmt should stay out of code, but there should be architects and leads that assist in this area from interviewing, putting the team together, assigning tasks, and code reviews. If the leads or architects are weak, then the organization will end up with technical debt. PMs are trained to recognize when milestones or client expectations are not met and they need to do something early if there is smoke. At this point the PMs need to step back and decide on a contingency, instead of hiding faults and pushing forward with milestones to make projects and themselves look good. This is where they need to be accountable.

I had Android versions (retail OEM) where the keyboard sucked a LOT, while other phones had better. I being me I never cared except for the occasional Cluster F-Bomb[^] and/or phone throwing contest, but many people do try to customize ther phones this way, even tech savy ones - after all what's the main advantage of Linux if not customizability?

I do. Having to pop up a whole bunch of other sub-keyboards to enter passwords is a PITA, so is trying to tap to position the cursor in the middle of word you typed to make a correction (supposedly Android N will address this by letting you use the space bar as a micro touchpad for cursor movement - we'll see how well it works). I've been using one[^] IIRC recommended here that gives a full Qwerty layout for the last year and change. It's not perfect (since I'm not SSHing with it I don't need the ctrl/alt keys, and it's less likely to suggest auto-correct for some reason); but it works well enough I haven't tried hunting for another one.

Always to be kept in mind, especially for former firmware developers who might need to write code that runs on a PC. I had to cooperate with a very good firmware developer who wrote the worst possible code because he needed to optimize manually since the C compiler for its controller was pretty barebone.
Still there are things that can be done to simplify arithmetic in order to enable better optimizations or to cut the time of execution - I was able to bring a function from 40ms to 12 just by rearranging arithmetics and cycles. Cosnidering that the function may need to be called 40 times/second the time of execution is paramount (for completeness: using inlined SIMD I was able to cut it further to 4.5 ms).
