The old net framework code being too embarrassingly bad in places to open source. 
Less cynically it gives a named demarcation point for the break between works everywhere and has tight coupling to windows features, removing/isolating the latter in Windows Compatibility libs makes it much easier to create a cross platform version. The same break lets them drop back compatibility in perverse edge cases for better performance and to actively remove features that proved to be bad ideas after being released to the world by declining to port them forward.

It allowed Microsoft the opportunity the opportunity to throw away the cruft that had built up in the full framework (as well as provide something that can run on platforms other than Windows). With Core, there are effectively two big "advances".
1. Your application only gets the features it needs so, if you have something that uses one feature in what was a monolithic .NET assembly, you just bring in that feature and not the whole assembly. Of course, this does lead to the situation where you end up with a lot of assemblies being loaded.
2. Your application gets the platform specific version of features. As long as there's an appropriate assembly that can be linked to, you'll get the platform appropriate version of the feature; file writes being an example.

At the moment, mostly but not completely. They have managed to improve some classical machine learning algorithms just from quantum computing research. So there have been some benefits even in the absence of viable hardware.
