OCR is the name of the technique you need to use, so it's not possible without OCR. That's like asking "can I use this car without driving?"

Please search for the following terms: "C# OCR" in your favorite search engine.
OCR stands for Optical Character Recognition.

Yes it's possible to do ocr in pure c#, however it is a huge and complicated topic not suited to a "quick answers" forum. There are entire books devoted to this subject so I'm sorry that you'll actually have to do some work for your college project, but my advice is to buy a book on OCR and learn the science.

No, it isn't. Even if your question does not make sense, as an OCR and C# are two very different things that can not be interchanged.
