How do I control arduino led base on the databse

i have a database that require user to add device for example led1 then user can set the led to be ON what time user want.
the problem is i want to simulate the led by using proteus that can be control by vb.
the thing is i don't know how to start the simulation from the data in database.

What I have tried:

im stuck and i dont have any idea how to do it

You want to retrieve the value set to be able to tell what's in the database instead of having an LED reflect its value? Look into VB.NET database connectors for the database type you have.
