Start here: Load Balancing with SQL Server - Database Administrators Stack Exchange[^]
load balancing sql - MSDN[^]
If these aren't relevent then give us more information about your set up (SQL version, Database is Azure/not Azure)

I appreciate your answer, as i knew that in SQL Server there is no load balance cluster, and instead of it there is fail over cluster, the question is, can i configure it while the database is working or before that, i mean on the installation of the database stage. Thank you a lot.

You are not being at all clear with your question. Do you want to implement Load balancing or a failover cluster? I'm pretty sure neither can be done while the database "is working", you would have to stop the services and potentially reinstall or upgrade the SQL instance.
This sort of thing is somewhat off-topic for a "quick answers" programming forum - perhaps you should ask your company for some DBA training if they are going to ask you to do stuff like this
