What I *think* you're trying to ask is a way to determine whether a call is being made locally or long distance, and to somehow restrict the length of such calls (especially if long distance).

0) Doesn't your phone switching hardware/software allow you to configure that?

1) It sounds like you want to automatically terminate a call after x number of minutes. That could be bad for business if that call is to an important customer (actually, ALL customers should be equally as important as he next).
