How to make rating system for a website? preferably in visual c# 2010

I am looking to make a rating on a scale of 10 and I want the rating to be easy to use like this on youtube

at least tell me how to make a text file and be able to change it when someone presses a key

EDIT: i meant an online text file that saves ratings

It does not look like to me. If they are separate question then post them separatly. In case they are not then edit your question and explain a little more.
