hi i would like to know is there any process to attacth a snap shot image on this form so i can explain my problem better.

No.
You can upload a snapshot to one of the various image hosting sites (Work safe ones, at least) and post the link, but that's it.

See here[^] for a list of sites - haven't looked at it in a few years, or google "Work safe image hosting sites"

Images are not permitted, as then all posts would have to be moderated and checked to make sure that the content is not offensive. This would add some considerable delay, and also required dedicated people to do it.

Outside of an article, no - as I just explained.
Articles are moderated for offensive material as well as actual quality, so some images can be inserted there.
However, questions and answers are not, and cannot have images.

I do understand this is not your idea about moderation, but your explanation looks somewhat ridiculous to me. Why moderation is needed for image and not for texts? If the text would be moderated, moderation of images would take much less time, because recognition of text and understanding of its offensiveness is much slower. If moderation is needed, action on member reports would be quite enough, but this is already done. I don't think your arguments rationalizes the practice. I would rather believe the limitation of resources is the reason.
