Problem in downloading android tools

hi to all,

I have downloaded a android SDK manager and start the manager. but it shows the following error.

in the "referesh sources" dialog box,

Failed to fetch URL http://dl-ssl.google.com/android/repository/repository.xml, reason: dl-ssl.google.com

what does it mean?
help me...plz...
