If you are talking about the PLUGINS then i can say first of all that application which you want to write it a plugin should have a API or SOFTWARE KIT or DEVELOPMENT KIT.With these you can write another dll or plugin to it.

Solution 2

You have to create a separate project of type Class Library if you want to create a DLL. Windows application projects are compiled to exe and not DLL.
