Honestly, I have never heard of these terms before.
Could you post a reference to where you came across these terms.

A trick question, but I wouldn't be surprised if somebody "coined" some redundant web service layer as a "thin web service". That's why people promoting "technology" are called "evangelists" - they can make anybody belive anything :)
