Solution 1

No you can only develop for iPhone and iPad on Windows.
If you want to develop for the i's, Windows, Android, Linux then Mono is the only way as far as I know, you'll still have to write your UI for each platform though (more or less). And it's not all free.

The Dragon Fire SDK allow doing iPhone/iPad development on Windows.

Yeah just like I wrote, however you cannot run those applications on Windows

Solution 2

I assume the SDK works on XP.

You might have to contact Dragon Fire to know the supported OS and development environment (version of Visual Studio, ... )
