Solution 1

Have a look at A flexible charting library for .NET[^] - that should help you with the chart, and the source code from Barcode scanning[^]

The tip Barcode scanning[^] highlights the important pieces of the code.

Now, all you need is to figure out the format of the data read from the serial port.
