Solution 1

Add a reference to System.Web.Helpers. Set the local Copy to True.

Expand and Right click on References in Solution Explorer and select Add References option and Browse your System.Web.Helpers in .NET tab.

not in .net tab System.Web.Helpers

You must use "Browser". The dll must be on your PC. Not in GAC. .NET tab is only for GAC assemblies.
